add css templating ability for user and admin interface

add the ability for each section (admin and user) to be individually themed and customized for different look and feel.

possibly a configuration file which would allow for the different images to be set for both areas and maybe even tagline as well.

maybe configure.ini in /tpl and in admin/tpl

basically fully brandable user and admin side :)
